这些明信票面向不同群体开放:包括在新加坡长期居住但无投票权的人、来自非民主国家但关注他国选举的人,以及任何拥有本国投票权的公民。明信票既可以回应当前的新加坡选举,也可以反思过去自己在投票中的选择。
受新加坡政治表达限制的影响,明信票的设计融合了文字游戏与视觉符号:正面以新加坡国旗配色为主,标题为"公众派对公告"(Party Announcement for Public),表面上指"派对",实则暗指政治党派 PAP(人民行动党)。右下角的编号"POBASG1425"中,"POBASG"标识新加坡版本,"1425"指2025年进行的新加坡第14次全国大选。每张明信票均由"行动办公室"加盖印章,以示发放与认可。
背面提供四个选项,象征本地四大政党(PAP、PSP、SDP、WP),并留有空白区域供寄信人填写自己的"政党宣言"。同时配有二维码,用于参与者在寄出后进行登记存档。
During his residency at the Singapore Art Museum, Bolun Shen, under the name Action Office, initiated a participatory art project that questions Singapore's current electoral system and proposes a symbolic alternative.
At the center of the project is a series of postcards designed to resemble ballots. Participants were invited to fill in their preferred election results and mail them to real polling stations or government offices — either as commentary on current elections or as a way to revise choices made in past ones. The postcards were open to a wide range of participants: long-term Singapore residents ineligible to vote, individuals from non-democratic countries with interest in foreign elections, and eligible voters alike.
Due to restrictions on political expression in Singapore, the design employed layered symbols and wordplay. The front features the colors of the national flag and a headline — Party Announcement for Public — playing on the dual meaning of "party." The acronym "PAP" subtly refers to the ruling People's Action Party. Each postcard is stamped by Action Office and marked with a unique code: "POBASG" denotes the Singapore version of the project, and "1425" refers to the 14th general election scheduled for 2025.
The reverse side offers four symbolic options referencing major local political parties (PAP, PSP, SDP, WP), and includes space for participants to write their own "party manifesto." A QR code allows for archiving once the postcard has been sent.
