《无之情愿》是一项介入美国新英格兰镇民大会制度的观念表演与社会干预项目。沈博伦依据新罕布什尔州法律（RSA 39:3），在2026年彼得伯勒镇民大会中提出一项不涉及预算与政策的正式议案：在未来每年的镇民大会中，制度化两分钟的肃静时间。该提案不指向具体问题，也不提供解决方案，而是在一个以决策和效率为目标的民主程序内部，引入一段无功能的空白。

根据当地法律规定，议案须由至少25名注册选民联名签署提交。由于艺术家并非美国公民，无法直接启动程序，该项目通过一名当地居民作为正式请愿人完成法律提交。在驻地期间，艺术家以中国的外来者身份主动参与小镇公共生活，完成35人的签名征集并推动议案进入官方流程。

该作品同时回应了曾与 MacDowell 驻地密切联系的约翰·凯奇的作品《4'33''》，将沉默从音乐语境转移至法律程序之中。原本用于生产决议的制度，在此成为一次关于参与、身份与反思的现场实验。

该议案已于2026年2月17日在镇政厅提交。2026年3月3日，该议案通过了彼得伯勒镇执行委员会会议的审议，并在4月7日的审议会议中进行了公开辩论。5月12日，该议案在全镇公投中以347票赞成、401票反对被否决——这也是本次镇民大会选票上唯一未获通过的提案。

This work operates as a civic setup by activating a real administrative mechanism to process a conceptual paradox. Drawing on New Hampshire state law (RSA 39:3), Bolun submitted a formal warrant article to the 2026 Town Meeting in Peterborough, proposing the institutionalization of a two-minute suspension of administrative time — effectively a mandate for silence — during all future annual meetings.

Because the artist is not a U.S. citizen, he enacted this intervention by convincing a local resident to serve as the official petitioner. As a Chinese outsider, Bolun navigated the town's public life, translating the conceptual "nothing" into the local civic vocabulary as a "blank time" or "tribute to democracy", to establish common ground and activate genuine public participation. He gathered 35 signatures, surpassing the required 25, to legally bind the town to this procedure.

The work responds to the legacy of John Cage, who shared a close connection to MacDowell, and his silent composition 4'33''. By relocating silence from the musical sphere into an efficiency-oriented legal context, the project forced the municipal system to seriously deliberate on "Nothing."

The article officially entered the municipal system on February 17, 2026, passed the Select Board by a vote of 2–1, and was publicly debated at the Deliberative Session on April 7. On May 12, the article went to a town-wide ballot vote and failed with 347 votes in favor and 401 against, making it the only warrant article on the ballot that did not pass.
